Thomson Prometric Announces Contract with California Department of Industrial Relations

Baltimore, MD - August, 25, 2006 - Thomson Prometric, the global leader in assessment services, and part of The Thomson Corporation (NYSE: TOC; TSX: TOC), today announced a three-year, $2.5 million contract with the California Department of Industrial Relations. The contract calls for Thomson Prometric to be the exclusive provider of test delivery services for its electrical licensure programs in the state of California. The tests will be administered in a computer-based format in Thomson Prometric test centers in 23 locations throughout the state.

Currently, there are three electrical licensure exams in California and two additional exams will be introduced next year. The four-hour general electrician's exam accounts for over 80% of the test volume. The other tests include a residential electrician's exam and an exam on safety. The new exams will offer licensure for voice, data and video technicians and residential lighting technicians. Exams are available in both English and Spanish.

Thomson Prometric has been administering the program for the past three years; the contract was awarded following a competitive re-bid process. When looking for a testing partner, the key factor for the Department was accessibility. With its extensive test center network in the state, Thomson Prometric is well-positioned to provide a convenient test experience to candidates.

"Helping government organizations successfully administer licensure programs is a core function of our business," said Ray Kelly, senior vice president, Client Services, Sales and Marketing, Thomson Prometric. "We are pleased to be continuing our association with the California Department of Industrial Relations and are glad they once again selected us as their testing partner of choice."
