Prometric Acquires CTGI to Enter U.S. Automated Driver's Testing Market

Baltimore, Md. – September 2, 2003 – Prometric, a part of The Thomson Corporation (TSX:  TOC; NYSE:  TOC), the global leader in technology-enabled testing and assessment services, today announced its acquisition of Core Technology Group, Inc. (CTGI), a computer-based testing company providing automated driver's testing to North American Motor Vehicle Administration jurisdictions.

Prometric is the largest automated driver's testing organization in the world, with driver testing systems fully deployed in Great Britain and Northern Ireland.  These systems deliver more than one million driver's license exams a year.

"Prometric has a strong commitment to the emerging market of automated driver's license testing," said Michael Brannick, Prometric President and Chief Executive Officer.  "We plan to develop the United States automated driver's testing market with the same commitment to high quality we've offered in the United Kingdom.  We found CTGI particularly attractive and a good fit for its commitment to the North American Motor Vehicle Administrations and high quality service.  There is a large potential for Prometric to help shape the rising automated driver's license testing market in North America."

Headquartered in Stone Mountain, Georgia, CTGI also has offices in Montana and Florida.  Its largest DMV customers are located in New Jersey, Virginia, Montana, South Carolina and the District of Columbia.   CTGI has provided automated driver license testing systems and technical support to the North American Motor Vehicle Administration market since 1987.  One of six computer-based testing providers, CTGI systems have been used to deliver more than 20 million exams and CTGI holds the majority of U.S. market share.    In addition to the MVA market, CTGI delivers licensure exams for the Florida Department of Health.

Prometric's automated driver's license systems help organizations assess and improve driver performance, while managing the risk and expense of awarding driver's licenses and insurance.  Prometric's Hazard Perception Test (HPT), created collaboratively with the Driving Standards Agency (DSA), uses interactive video to test how well drivers anticipate and react to potential roadway hazards.  HPT is currently available in Great Britain and Northern Ireland.

Prometric will exhibit its automated driver's license systems and HPT in Philadelphia at the American Association of Motor Vehicle Administrators (AAMVA) conference September 6-10.  The event is held annually for motor vehicle and law enforcement administrators and offers information about technology, its impact on safety and security and the emerging market of automated driver's license testing.
