The Human Resource Manager is an integral member of the team, responsible for serving as a true Business Partner, working hand in hand with their respective client groups.  This critical role works strategically to ensure consistency and to support the business from a Human Resources perspective.  The Human Resource Manager position is located in Baltimore, MD.

Responsibilities:

  • Responsible for advising management in personnel policy making or recommending appropriate decisions within US Test Center network as well as other departments, as assigned.
  • Assisting managers and employees in understanding and applying HR tools in order to maximize employee performance, achieve organizational effectiveness, improve employee's engagement, and ensure legal compliance.
  • Responsible for implementation and administration of most or all of the following human resource functions: employment, employee relations, equal opportunity, organizational development, affirmative action, performance management, and health and safety services programs for assigned clients.
  • Manages relationships with line managers to ensure timely and effective support is provided in all areas of HR.
  • The HR Manager will also ensure the consistent application of policies, procedures and practices across the Company, ensuring compliance from a legal perspective.
  • Analyzes HR trend information to recommend changes to practices and policies and improve employee retention.
  • Assists with the analysis, design, development, maintenance, revision and implementation of employee programs and services that enhance and optimize working conditions within the Company.
  • Promotes HR as a business partner to managers and support to employees so they are able to use HR business tools effectively. 
  • Assists in overseeing robust, consistent and fair recruitment processes to ensure the company hires employees who meet current and future business needs.
  • Work as a liaison between various "Centers of Excellence", in areas such as benefits, compensation, organizational development, decision management, etc. 
  • Act as a liaison for employee and manager initiated functions and transactions that have been outsourced to Hewitt.  
  • Drive HR initiatives that support business objectives.

Qualifications:

  • Bachelor's Degree and 5+ yrs. HR generalist experience with emphasis in employee relations, employment law, and compensation. PHR preferred.  Master's degree a plus. 
  • Experience supporting a remote, non-exempt employee population. 
  • Strong analysis skills. Experience with Scorecard development and analysis preferred. 
  • Strong PC skills including MS Office and PeopleSoft HRIS experience. 
  • Proven oral and written communication abilities.
  • Demonstrated ability to work with wide range of sensitive and confidential issues.
  • Ability to handle and manage multiple projects simultaneously.
  • Must have a strong customer focus for internal as well as external customers.
  • Must be adaptable, a team player and able to achieve results tied to business initiatives.
  • Strong project management, organizational, analytical, and conflict resolution skills.
  • Proven ability to build relationships with, and influence all levels within an organization.
  • Experience in a fast-paced, complex, dynamic business environment.
